This dissertation is a study on the effectiveness of the International
Safety Management (ISM) Code implementation in Malaysia. A brief
look is taken at background of the dissertation and the literature
review about the ISM Code related research and study. The growth
and development of the ISM Code are elaborated. The origin of ISM
Code traced back to several major maritime disasters related to
human errors and organizational element. The academic and
industry comments on ISM Code are positive, negative as well as
neutral. There is an obvious need to conduct research and to gather
and analyze data that could provide a sound, scientific, and objective
evaluation of the ISM Code. The ISM Code's implementation is the
emphasis of this dissertation. Ships accidents, detentions, compliance
and non-compliance as well as properly functions are analyzed. Also,
the relation between ISM Code and other non-conformity has been
studied. The outcome of the successful implementation of the ISM
Code envisages the enhancement of a safety culture throughout the
shipping industry. |
